The BDIH, a German Association that has developed guidelines for Certified Natural Cosmetics, serves as an "Association for Safety" in the health care and personal care industries. The BDIH is a member of both the European Health Product Manufacturers Association (EHPM) and the German Federation of Food Law and Food Science (BLL).

"Products bearing the BDIH seal of approval use natural ingredients like high-quality plant-based oils, fats and waxes, herbal extracts, floral waters or essential oils and aromatherapy fragrances, obtained wherever possible from controlled biological cultivation, or controlled biological wild collection. No organic-synthetic dyes, synthetics fragrances, ethoxylated raw materials, silicon, paraffin or other mineral oil derivatives are used." (BDIH) 

 

In 1996, working together with leading natural cosmetics producers, the BDIH developed comprehensive guidelines for certified natural cosmetics, keeping in mind the expectations of consumers. On the basis of these guidelines, an independent institute has tested hundreds of products for their contents and production methods.

Criteria For Certification of Products:

During the collection and production of raw materials, nature is to be disturbed as little as possible. Particular care to protect endangered species is mandated. Genetic manipulation and modification are rejected. The transformation of raw materials into cosmetics is to be accomplished with care and with few chemical processes.

Renewable and biodegradable materials are preferred because their ecological impact is substantially lower, especially when they come from certified organic sources or other responsible means using natural resources. With natural ingredients, one deals with substances that have been used and studied for ages, so there is a minimal toxicity potential. Natural products most easily fulfill the requirement of accountability and socially responsible production.




The choice of technical production methods is limited. Technical methods cannot be fully eliminated especially when the user's expectations for purity and performance cannot be met by raw materials in their natural state. Environmentally friendly production methods, renewable and biodegradable materials and minimal use of packaging are expected.

The following guidelines define the concept of natural cosmetics in a sensible and clear manner, with the consumer's expectations of safe and ecologically sound products in mind.

 
 The Guidelines
1. Plant Ingredients
Use of plant ingredients whenever possible is encouraged. Plants should be grown organically or wild-harvested, although consideration is given for alternatives based on quality and availability. Collection of plant ingredients from the wild in a non-intrusive manner is accepted.

2. Animal Protection and Animal Testing
Neither in the production nor in product development is testing on animals to be carried out, nor outsourced to another company. Ingredients not on the market before 1/1/98 may only be used if they were not tested on animals. Ingredients already on the market that were tested on animals after 1/1/98 are excluded even if they were carried out by a third party, by contract, with permission of the contracting buying agent or by anyone legally or contractually connected with them. The use of animal by-products from vertebrates (i.e. spermaceti, tortoise oil, mink oil, marmot oil, animal fats, animal collagen or fresh cells) is not allowed.

3. Mineral Ingredients The use of inorganic salts (i.e., magnesium sulfate) and mineral ingredients (i.e., sodium chloride) is generally allowed. See exceptions under 5).

4. Restricted Ingredients For the production of natural cosmetics, emulsifying agents and surfactants may be used if they are obtained by the hydrolysis, hydrogenation or esterification or trans-esterification of the following materials: - fats, oils and waxes - lecithin - lanolin - monosaccharides, oligosaccharides and - polysaccharides - proteins and lipoproteins Regulations exist for handling of specific ingredients.

5. Unacceptable Ingredients - Synthetic coloring agents - Synthetic fragrances - Ethoxylated ingredients - Silicones - Paraffin and other petroleum products The criterion for permitted fragrances is the ISO Norm 9235.

6. Preservatives Certain preservatives identical to those found in nature are allowed along with natural preservation systems for the safety and stability of the product. These include: - Benzoic acid, its salts and ethyl esters - Salicylic acid and its salts - Ascorbic acid and its salts - Benzyl alcohol With the use of these preservatives, the addition of a statement "Preserved with: (name of the preservative)" on the label is required.
  7. Irradiation Sterilization of natural ingredients and their cosmetic end products through radioactive treatment is not allowed.

8. Certified Natural Cosmetics The independent testing institute Ecocontrol in Osterode, Germany evaluates the compliance of the above criteria. Compliance with the criteria is documented by the BDIH "Certified Natural Cosmetic" seal.

Although the above list reflects absolute requirements to receive the BDIH logo, the following is a list of further recommendations that the association offers to manufacturers and distributors of natural products:

Ingredients
a) Origin and production methods must be fully disclosed and documented.
b) Clear and accurate consumer information should be offered.


Genetic Engineering
Genetic engineering of plant and animal ingredients is strongly discouraged. Since genetic engineering in farming is controversial and not organically justified, organic sources are supported.

Ecological Soundness
c) Natural raw materials should be used exclusively and when possible, should be certified by EG-Bio-VO (EG certified organic farming)
d) Environmentally protective methods of production should be employed.
e) Optimal biodegradability of ingredients and end product is encouraged.
f) Sparing use of recyclable and environmentally-friendly packaging is supported.
g) No harm is done to the Ecosystem.


Social Responsibility
h) Ingredients from fair trade and third world projects are supported.
i) Responsible use and disposal of all material is encouraged.
j) A cooperative work environment is maintained whenever possible.
